Kishihara is the young leader of the drug-smuggling Noma Group. He lives in Akasaka in central Fukuoka, but his office and most business dealings take place in the nightlife area of Nakasu.

Kishihara is under stress from the recent arrest of one of his couriers and the resulting loss of product, on top of the prior murders of two Noma Group members and a dealer by Méqué. Through contact with Enokida, he hires José Martínez to torture a member of the rival Chinese drug-pushing group that has been dealing on Noma Group turf in Nakasu. When he learns that the Chinese group has hired a professional hitman, he hires Sayuri to be his bodyguard, but she pushes the job onto Zenji Banba, who successfully protects Kishihara from an attempted abduction by Lin and the Chinese gang members.
When he is visited again by Martínez, Kishihara allows the torturer to buy some of the group's drugs for distribution, but they are later ambushed by the Chinese group during the trade, and one of Kishihara's subordinates is killed. Martínez lodges a complaint with the executive, who informs him that the Noma Group has recently allied itself with a Mexican cartel and will be expanding business. The alliance goes south when Banba and Lin attack the Nomu Group members and the cartel members are arrested by the American DEA, and Kishihara is left with a smaller, weakened organization that is being closely monitored by the police.
