Yakuin is a freelance drug dealer who purchases drugs from various organizations to sell to his clients. He acts as Ricardo Seiya Ortega's middle man by procuring him drugs from the Noma Group, and with deep knowledge of the many yakuza groups and current events in the city is also Ricardo's greatest information source.

Yakuin is a sociable person, convenient in his line of work. He is sharp and easily influenced by alcohol, becoming more agreeable and talkative with many drinks. In the past, Yakuin has filled Ricardo in on multiple drug-dealing organizations' warehouse locations, trade routs, and meeting dates, unaware that Ricardo has been handing that information over to the DEA.

Yakuin meets Ricardo in a bar in JR Hakata City, where his client treats him. He gives Ricardo 100 grams of stimulants produced by the Noma Group in exchange for 7 million Japanese yen. By his fifth drink, Yakuin is filling Ricardo in on news about various organizations in Fukuoka, including a new Chinese group that is dealing in Nakasu on Noma Group turf, and that the Noma Group has figured out they have a traitor and are desperate to catch him, information that makes Ricardo anxious.
Days later, Yakuin meets with Uno, Ocho, and Treinta, three foreigners introduced to him through the Chinese dealers, who inform him that they intend to start distributing high-quality Australian-made marijuana in Japan. The slow legalization of marijuana worldwide and the high demand in the West for low-quality marijuana from Central American is inspiring the Mexico-based Los Eses drug cartel to open a trade route in Japan and Eastern Asia using Fukuoka as its base, an idea Yakuin sees merit in. Though they have already formed connections with the Chinese group the Noma Group are at odds with, the men agree with Yakuin's idea to break ties with the Chinese, and Yakuin acts as their mediator with the Noma Group, who have greater influence in the city and ties to the police.
